جناب آقای شاکری سفیر جمهوری اسلامی ایران در روز سه شنبه 16/6/89 در حضور جمعی از اساتید و دانشجویان دانشگاه عالی دفاع ملی اسلام آباد حاضر و به ایراد سخنرانی پیرامون موضوعات دوجانبه و منطقه ای پرداختند.
I have the honour this year, too, of being present in the gathering of military elites of Pakistan which will enable us, while renewing our friendship, to take a glance at the latest status of relations between the two countries, as also global ties.
The Islamic Republic of Iran, while relying on its rich cultural and civilizational heritage of several thousand years, has chosen its course of all-round and sustainable progress and development. Scientific achievements of our country in various spheres, including simulation, radio-active medicines, Nano technology, laser, robotics and also nuclear achievements, in totality, have been attained aided by the collaboration and unity of the Iranian nation with its authorities, with the global pressures, including economic sanctions being unable to dishearten our nation from pursuing its chosen course.The Islamic Republic of Iran and Pakistan, by virtue of benefiting from common history, and also cultural and religious heritage, prior to any other country of the world, are endowed with the extraordinary capacity and attraction for having brotherly and close relations, while good neighborliness between them adds to this characteristic.
Besides cultural factors, subjects such a long-drawn borders, joint interests, interlinked security, and common global postures, boost the opportunity for cooperation and co-thinking between the two countries. By taking a glance at the history of relations between the two countries, we discern that common bonds between them (Iran and Pakistan) have constantly facilitated ties between our two nations and governments. However, one must not ignore some of the differences which are rooted in ultra-regional factors.
The two countries(namely Iran and Pakistan), by virtue of possessing nearly 250 million-strong Muslim population, and having governments which have chosen the two factors of "Republic" and "Islam" as their model of governance, play an important and focal role in forging unity and establishing durable peace in the Islamic world. This role will assume greater significance as the course of development and progress of these two countries gains further speed.
Today, the Islamic world is faced with numerous issues and hardships such as war and occupation, ethnic and religious discord, and terrorism. By utilizing the capability and potential of the two countries, namely Iran and Pakistan, especially within the framework of institutions such as the Organization of Islamic Conference (OIC), and the Non-Aligned Movement, some of these problems can be resolved.
However, prior to anything else, the two countries must endeavor to increase the potential of bilateral and regional relations, and settle controversial issues. In this same connection, mutual travels of the high-ranking authorities of the two countries, including the presidents and top-ranking authorities, and convening of joint commissions of the two countries, play a major role in bolstering the political will of the two sides. Here, I seek permission to refer to the recent visit of the Interior Minister of the Islamic Republic of Iran to Pakistan which has taken place to observe the condition of the flood-affected people of this country, and also to the upcoming visit of H.E. Mr. Ahmadinejad, Honourable President of Islamic Republic of Iran, to Islamabad which will undoubtedly bring about important results in ties between the two countries.
Also the efforts, aimed at boosting economic and cultural relations between the two countries, that will have a direct impact in the welfare and prosperity of the nations of the two countries, must be converted into top priority of the two sides. Most important of these ties is the "Project on Pipeline of Peace" whose documents were duly signed in the meeting of the presidents of the two countries held in May 2009 in Tehran, and whose operationalization will be conducive for the beneficiary countries, and it will also bring prosperity to the region. Here, I seek permission from the authorities in Islamabad to help implement this strategic project by gathering necessary political will and removing the existing obstacles.
Honourable audience,
The two countries of Iran and Pakistan are located in a sensitive and geo-political region which has constantly, in the course of history, witnessed instability, clashes and hostilities on account of aliens' interventions. This matter has led to the exhaustion of the strength, and resources of the regional countries aimed at their progress and welfare.
One of the sources of insecurity and instability is the country of Afghanistan.
Growth and bolstering of the phenomenon of terrorism, fanning up of religious rifts, and the phenomenon of narcotics are among the most important threats that have emanated from that country. Cooperation between Iran and Pakistan with the participation of Afghanistan is essential to resolve these constraints. The initiative on convening trilateral meetings on matters related to narcotics and security is among these noteworthy solutions which will guarantee peace, stability and regional security as well as welfare of the nations of the three countries.
Respected friends,
Governments themselves do not choose the geographical location of their country but this is spatial determination that has been imposed upon us, and geopolitics too has given a special geostrategic characteristic to our countries. This matter can also be a source of benefit as well as detriment for us. But it is due to the discernment and assessment of time on the part of statesmen that, aided by the geographical characteristics, can cater to the interests of countries.
In conclusion, I must also lay stress on this point that the root of the security problems of the region, in its capacity as a focal point, creating problems in ties, will hinder on resolution of the two subjects: one, an end to the interventions by ultra-regional forces, and second, an endeavour to attain economic progress and welfare of the people.
