B. The Fourth Economic, Social, and Cultural Development Plan Act (2005 – 2009)

In the 4th Economic Development Plan interaction with the world economy, establishment of a long-term sustained growth for creating employment, elevation of living standards and position of Iran in world economy, expansion and deepening of industrialization process and foundation of a dynamic industrial structure capable of competing in international economy, capacity building and institutionalizing technological and know-how, human resource development are emphasized.



The Fourth Economic, Social, and Cultural Development Plan Act (2005 – 2009) Toward

v     Sustained economic growth and a robust capability on the issues  of competitiveness,

v       Proactive Interaction with the world economy,

v      Social Justice.



The Topics in the Trade Sector Emphasized

v     Interact fully with the world economy and develop the trade sector in line with the requirements for economic growth.

v     Introduce suitable grounds needed to propel Competitiveness.

v      Promote the application of Information Communication Technology (ICT) in all spheres of economic and trade activities.
Proactive Interaction with the World Economy

v     Revamp and smooth the flow of trade, raise the country’s share in international trade, promote the export of non-oil goods and services, bolster the competitive quality of the domestic products in international markets, and also apply modern Information Communication Technology (ICT) in economic, business and trade activities.

v     Facilitate trade & transportation means, establish maritime industries, promote tourism, introduce methods for sustained exploitation of the fisheries resources and optimum use of the related regions for better production activities and maritime services under guidance, planning and supervision.

v  Follow a unified management policy and a proper economic growth plan in the Free Trade zones.
