Since early 2000, the Government of the Islamic Republic of Iran initiated preliII,1inary measures to implement Education For All Plan.
Continuous and goal-based efforts resulted efforts resulted in introducing EFA National Plan in collaboration with other sectors and sub-sectors ofthe country's education system, coordinated by officials and organizations relevant to the plan and approved by the Cabinet and respective authorities.
Education For All stands in an exclusive place in the development plans of the country, it is included as a provision in the 4th Development Plan. Furthermore, dissemination of the plan in different provinces and various districts of the Ministry of Education has always been regarded as a key strategy, so as all provinces ofthe country have already started preparing their own EF A provincial plan, setting their goals and organizing all their activities in line with EF A Plan.
National EFA Plan and steps taken
TO implement the DAkar Framework for Action in Iran, the Deputy for General Education took the following measures under the supervision of the Ministry of Education :
1 ) Bringing the subject to the Cabinet for approval, underscoring the need for inclusion of EFA Plan in the Fourth and Fifth Economic, Social, and Cultural Plans of the country;
2 ) Organizing EFA National Council in the MoE, formed by representatives from relevant ministries and organizations based on the government approval;
3 ) Establishing a secretariat under EFA National Council, which drafted Education for All National Plan in collaboration seven thematic committess.

4 ) Drawing up EFA national plan to be approved by the Government and to communicate it to the Management and Planning Organization, all ministries and administrative institutions for further coordination with Moe:
5) Establishing "EFA Coordination and Monitoring Office" in order to implement the National Plan (charts 2 & 3 )
6) Allocating funds for implementation of EF A Plan in the Budget Law by Management and Planning Organization;
7) Specifying the budget distribution system of EFA Plan based on certain criteria such as under- development, poverty index of provinces, promotional activities for pre-primary education, increasing enrollment rate at primary and lower secondary, parents' training, teachers' training, life/ citizenship skills education for children, research, assessment and evaluation;
8) Establishing EF A Coordination, Monitoring and Assessment Committees in the provinces for each target group separately in order to develop national and provincial action plans in line with the obj ectives ofEF A Plane chart 4);
9) Upgrading experts' capabilities for planning at provincial level through organizing training courses, technical meetings, drawing up a framework for provincial action plans as well as performing their activities to develop EFA Document of the province;
10) Forming technical committees for pre- primary, basic, literacy, adult, special children and out-of-school education, information and statistics, reviewing records of EF A Plan for provinces all over the country and submitting required feedbacks;
